Not always. Some women can be very small chested, even at that height. My cousin is 5'9" and she's always had a small chest. She thought that her chest would get bigger after she had kids, but it didn't lol.
But, many things can make breast size smaller, genetics, malnutrition, stress, late puberty, etc.
And apparently some Cis women can have them too!
