If I remember it correctly, there's some kind of monster in that resoirver, chung myung will manage to deafeat it (he won't kill it) and get the plant.

while Chung Myun was fighting the giant snake under the water, his comrades will take the all flowers, the Beast Clan King will take half and replant it somewhere still around the lake (but easily accessible for them) so that it will continue to grow on familiar soil, the other half will but brought to Mount Hua Sect
this is to make sure the the plant will continue to grow and be cultivated for a long time, they will send the plants to Mount Hua per batch when they are fully grown.

additional info:
Beast Clan will open up their market with Mount Hua as their main connection, meaning all merchants have to commission their sect whenever they want to trade. Jo Gul's family will take care of the business aspects while Tang Clan will be their security/escort guard when dealing with Beast Clan trade, then the Eunha Trading Company will then the ones dealing with it when in comes to central plains.

yes, and it helps 2 giant merchant group expand from different directions, Eunha will expand into central plains and Jo Gul's family into Beast Clan's and beyond
Tang Family will have additional influence too and will have legitimate activities beyond their province so their people will gain more experience
