I have a bit of a different interpretation for the roles that the dragon and his mate have. I think that dragons need to choose the next ruler and they are the consorts of the humans. The dragon in fact protects the ruler by giving it powder and endurance. But the ruler (Solan) is the one in fact in charge. The dragon had the roles reversed by not acknowledging Solan as his Empress.
