I find your theory interesting but in the beginning sakura wasn't known at all, like yea he wasn't a bad fighter but he was not at the level I think that they would have that kind of interest in him. Maybe he was sent as a spy but for something else or he did try to run away bc he didn't like it there
So was there before Sakura even arrived so I highly doubt that
It's just a theory but I wonder if Suo was sent to Bofurin as a spy to see what kind of guy Sakura was going to be and how well he does in Bofurin. I have no clue the connection between the two schools are or Sakura but it's just a thought for now.
