I think everyone can use the waypoints? And the passages are shortcuts to only certain floors?

Everyone uses way points but there is a village called passage village or smthing only merchnats (or need to be with the carrier of tower merchant medal)can utilizes. Humans can't travel floors they haven't been to, and can only travel one new floor at a time.
So if a human clears 20th floor he can move to it anytime, but can only enter 21 by clearing 20.
That why sejun is stuck in 99th floor but all animal/tower dwellers can travel anywhere.
It's been so long I thought any being born inside of the tower + the dragons could use the way points freely but outsiders could only move around under special circumstances?
Yes, native are not restricted to travel the tower, that's why in latest chapter they were confused why the frog couldn't pass
or maybe it's changed to make it quicker, but isn't the waypoint for hunter/people from outside the tower? and the monster tower use the passage?
