You're right, the father's exact role isn't yet certain. But the team existed, and so did the abducted children (Team 0 led by Muheun). And it's obvious that Hwanyoung was or would have become a target of the association.

As far as I remember his father supported those kids which eventually led to his death. Muheun and his family is against the wrong doings of the association.
You need to read the latest chapter (67) of Night of the Unmarked to know, why he approached him. It's horrible.
