He totally is a recurring character. I hate his hair too and cringe every time he shows up.
please tell me that rat tail guy is not a recurring character. I don't think I've seen worse character design in YEARS. Why is his hairstyle party in the front, business in the back (which is bad enough) but then ADDS A RAT TAIL??????? His design is so cringe I can't stand it TT_TT
