No no, they are right. They do come out every 3rd, 13th and 23rd in Korea (where the author is from), but if you are in a different time zone they might come out on the 2nd, 12th and 22nd for you. Which explains why the last episode will be on the 3rd. Hope this helps.
For all the disapointees, 102 wont come out before the 3rd. This work is only published on the 3rd, 13th and 23rd. Anything outside of those dates is just not it, so stop being surprised by those morons who try to troll us
