In the novel it’s not specified as to why he was spared with only expulsion of the grounds of the Imperial Palace and some other places i forgot the name of.

He actually did. Just didn't tell Thalia. At least that's what I remember from spoilers. Him later in the novel thinking how he didn't want her to see him as a murderer. She would be afraid of him too.
