Monster Mugo is a reflection of the stutter he used to have when he was a kid because he most likely came back to that young age in his mind to cope with the abuse he was suffering while confined. He is childish, but not a kid. Also, the age thing could be either platonic or unrequited love on Lee Muhan’s part (because it sure looks like that to me), you know, those crushes everyone has for someone older. Having said that, Jaheon was probably 21-23 in my opinion. Very ambiguous age range from someone who was 15 at that time.
