Even if Sansui is Suiboku's disciple, in the end the older sage is no different from your typical OP character who hoards his knowledge and skills till the day he dies. And probably he was thinking, the agreement with god was to turn Sansui as the strongest. It didn't mean he needed to teach him everything and he did held his end of the bargain as so far, Sansui is the strongest character in the series, excluding older and more seasoned sages and similar beings.
But it's really frustrating with his personality from start till the current chapters to the point that he doesn't deserve to be considered a sage. He's basically a warrior who trained at swinging his sword for 500 years.
He barely even has the temperament and wisdom of a sage even if his training isn't complete.
