I think you're right, they obey the rule but still need to do that dirty job to get what they want. That politician is smart enough to be the most devil one

idk if i got this right but did the assemblywoman asked incheol to bring the family seal bcz she herself transferred the property to ph and not his own mother. and maybe she even killed his mother bcz otherwise how would she transfer without the mother not knowing. and later she gaslighted incheol into thinking he might have caused something for her death. why didn't she just take the property that time? why wait all these years...even ph couldn't have done anything to stop them...he was still a minor.
i feel like that assemblywomen and mr. cha both are trying to frame incheol in some kind of dirty scandel that is also related to ph. that cop might also be on assemblywoman's side. we haven't dived deep enough in the back story. but the way those two hid everything from incheol and waited for him to find, they definately want him to stuck deeper so that at the end if anything goes out of hand, they can again gaslight incheol into thiking it's his fault.
