The only one of I know of that has seme dragon and uke human that meet in a cafe is The Lotus and The Lost, but there's no friend that sees the young uke, since in that story the uke was reincarnated. I hope it's a good rec for you at least.

I also think about this because it has the same concept of dragonization although the implementation is a bit different.
Does anyone know this one manga where the seme is a dragon n uke a human i don't remember much but they live in a cafe it starts a bit in olden times & they make it to mordern times I think it's an older story I remember someone coming to visit uke n seeing that uke is still young while he's friend is old now
