depends on the grade, they are high schoolers but i’m pretty sure in japan the older grades are 18-19

That would still be considered minor in Japan until 3years ago (they lowered the age from 20 to 18 to harmonise with the rest of the world)
So culturally, 19 is still minor (even if not legally since only recently)
