1- Shin met Jay in a parking lot. He stepped up to him to fix his car and messed with it a bit so Jay would reach back to him. It’s how he was making sure he had steady clients out on the streets.
2- Jay’s car broke down faster than anticipated. He tracked down Shin to a bar and they took they went back out in the parking lot to discuss it. Negotiations/threats ended with Shin going down on Jay, which is also when he noticed Jay had a gun in his car. He assumed Jay was part of a gang and tried to back out, but Jay wouldn’t let him. That’s how their relationship began
3- Jay is a black ops/undercover/CIA Agent who has no real identity. Basically a ghost. They’re not that different from gangsters. It’s just that they exist within the government, but they still work in grey areas since they’re essentially sanctioned spies/killers (my personal opinion on the matter).
4- the merciful and royal readers are two different gangs. Jay joined the Mercifuls. The weirdo brown haired casino owner obsessed with Shin is part of Royal Roader. Shin’s brother also used to work for Royal Roader
5- Jay joined the Mercifuls to infiltrate the criminal underworld. I think the goal was to get close to Royal Roader as they seem to be part of a political scheme. I’ll admit, I don’t recall the details of the political scheme, but I think they’re also looking for more information so they can have a clearer picture of the situation.
6- After Shin’s brother killed his fellow gang members, he became a traitor who endangered his own life. He tried running with Shin, met Jay and panicked thinking Jay had tracked him down as they were from rival gangs. He shot Jay and Shin told him to run. Shin got his brother in rehab after that, as it was also the best way to hide him.
7- Jay infiltrated a different gang who had dealings with Royal Roader. The deal was in a car dumping site where Shin was as well. To protect Shin, Jay blew his own cover and they ran away. Shin found out Jay wasn’t a gangster, but an agent instead. He left him.
8- The obsessed weirdo from Royal Roader kidnapped Shin and his brother thinking they were playing in his face the whole time. He killed Grenn. Shin called Jay. He later buried his brother. Him and Jay made up and basically became each other’s ride or die. Shin decided to take part in what Jay is doing, and that’s what the upcoming event they plan to infiltrate is about. A few chapters ago, Jay and Shin dressed up as cops to check out the politicians involved with Royal Roader and they placed a tracker on the car. They’re trying to retrieve it now.
Well, it’s not the whole CIA, but rather those involved in the op (op = covert operations) he was in. Jay put a listening device on his lady boss after she kicked him out of the op they were on since he blew his cover for Shin. That’s how’s Jay spied on a conversation she was having with a higher up about parts of the op he wasn’t aware of. Basically, while they’re tracking the politicians involved with the Mercifuls, they were also trying to cover for a senator. These types of situations just means they’re expandable. They’d get killed after the op is over, basically. So they need to have the upper hand in that situation somehow. And honestly, none of them are surprised of that happening since like I said, not much difference between them and gangsters in the first place. Jay is doing what he’s doing now because he started on the op and Shin is now a weakness that can be used against him if he doesn’t do his own thing in that situation.

Can someone please make me a plot summarize? As far as I get, Jake is like a CIA agent working against the corruption of his agency because he wants to save his lover who got involved because of him? Does it make sense? I'm confused all I remember is they licking each other not that I complain but
