I'm Thinking the same thing. The hunter's boss could be the sister of her mom or something like had a close relation with the FL's mom. She can't possibly be her mom because then she would've known it's her daughter. Not like she hates FL or anything, she just treats her as a tool.
Based on how avoidant FL's father is toward the Hunter's association—and make it to a point where they mustn't get involved in that organisation whatsoever— might hint that FL's mom has affiliation ot history with that hunter's association or sumth. Its just too sus how the Hunter's boss has talked too much about how she's disgusted about the werewolves' obsession with love and how she hates werewolves.
