Siwon is incredibly manipulative and seonwoo was unsure of what to do, let’s not forget that he too is struggling
he didn’t clearly know it was bullying, he’d only suspected it and when he aksked Siwon about it, he manipulated him into believing it was false. plus Siwon is the person most involved in these situation, which is why seonwoo keeps getting pulled back to him so it’s more fixation and confusion than choice. He’s emotionally dependant on him and his perception is clearly getting distorted
I know he's getting manipulated, but before Zion even started his manipulation Seonwoo was already convincing himself that it wasn't bullying when he said himself that the other guy had the same expression he had when he had experienced the same.
