Not sure if I’m misunderstanding the wording but its not that you need your partners consent but rather your partner just needs to be notified and made aware.
Which if speaking realistically is probably not the best idea in certain circumstances but not as bad as requiring a partner’s written consent.
Would probably help a lot of pregnancy misunderstanding arcs though
