No it's like Wikipedia but for ghost stories. It's not really like a manhwa or a novel, but it's like a collection of stories that people in his original world would make up and post. Some of the characters would make more than one appearance.
He got isekai-ed into the alternate universe of a horror story site where people post various ghost stories and other such supernatural urban legends as ‘exploration records’ (written as official reports, like those in agencies and corporate settings). All the stories put out in that site have a basic world building (like, the corporations) that serves as the common background linking all of them; as one author may like the other’s idea and use the setting for their own OCs (like fanfics).
Just like "CREEPYPASTA" if you are kind of aware, it's a site where random background stories or made up stories of monsters in the dark were made. It was pretty popular way back 2010-2017.
The other commenters explained it perfectly but I suggest you explore scp too, it'll give you a solid understanding of this story as well cuz the concept is heavily inspired by scp foundation universe.
