Cecil dresses as a girl because he knows Josh loves pretty things and wants to appeal him the most. Cecil is also the result of Chase's influence as a parent. Pete only got Josh as an example, so he shows a more caring side, while Cecil takes after Chase, who wants to monopolize those who he loves.
