What I understand is He can't technically hurt the fox spirit (red dust) since it has remnants of Ha-on's blood, and Ha-on is his weakness, killing the fox means hurting Ha-on and hurting Ha-on means affecting him then affects the baby, its a chain of events, guess the baby is the only one that can defeat it.
