In the novel the skin color, age etc. of unimportant, unnamed characters isn't specified, that means they could be black, asian, white, oriental, latin etc. The story is set in the US considering that there live many black people creating some as NPC makes sense. Also unimportant characters are often drawn without face, its not about the skin color, it's about the fact that drawing them would be a waste of time, because no one cares about them or pays them any attention.
