She even rejected the constellation at first saying that if she'd have to do the same she'd rather not become a hunter at all. But he told her she could use her power as she wishes, whether she decides to save others or not is her choice. And i think she's actually been doing pretty well. She might look like a total slacker, but it is her who's pushed into the front lines in every big crisis. Why do you think the government supports all her antics? It's cause she's their trump card.
I dont get her in the first chapters. She got the means but does not want to wield it for others. Then there’s a chapter where she talks about omnipotence. And it hit me. People are greedy, once you always come to their rescue, they will abuse it and take it for granted. Her attitude is the perfect match for such power. To much kindness with that kind of authority will surely break a person. Sure, she may come off as cruel, but it does not equate to evil.
