Not trying to side with the parents but for the no time part, the parents did spend time to spend with their children(I assume they did it the same as how they treated white haired son) it's just really short, but that's because they had a situation(political sht) and a country to care for.
Yes, if they didn't had so many kids then the same thing wouldn't have to happen again. However, birth control doesn't exist and the emperor happens to love his wife.
—and for the 'favorite' child thing, I'm pretty sure the parents treat them all the same, but from our perspective it just seems like they favor fl. Not to mention the times they spent with FL are only because they lived in the same building aka nearby, so it's still convenient.(Haven't read the novel but I just figured all their children gets the same treatment judging by how the empress doesn't really show that much different reaction to the others)
I assume the emperor treats the sons colder because he got desensitized from a young age(the fight for the throne, I think the empress also understands this). In which, gave him the mentality that it could become a weakness, where he may interfere with the fight for succession later, and cause unfairness.(Before you family talk me, humans can be brothers but would still each other for power)
And that he only decided to treat the daughter more softly since he already knows she'll die. Meaning she would never succeed the throne. The emperor treats the sons as possible successors and the daughter as useless, aka nothing, when it comes to the throne.
Anyway I'm just here to share my opinions, it may change in the future plot but for now this is how I see the relationship of the royal family ╮(￣▽￣)╭

Sorry but the parents? Are shitty. Yes including the mother. Idc how good they try to make the parents look I genuinely think they’re shitty. Yes they have their moments with our Mc but seeing how they are with their other kids disappointed me. No matter how busy you are or apologetic, you should still have time with your own kids and love them the same. Why have more kids if you cannot love them the same? Neglecting the other kids and low-key HIGHKEY favoring the Mc child is an ass move. But the out of the two the father is the biggest ahole.
