Actually the manga left out a lot of details but if you follow the rain and put it together you can figure out the rain is coming strongest from her location.
Also there no clouds so water is appearing nowhere from the sky.
So it's light rain anywhere else but heavy rain in a small radius around her?
Yes.as a baby a drizzle then it radius grows wider in a circle . Her rains spread as she grow up that why her house in the middle of the desert in a circle of greenery. Also plants grow really fast and healthy because it healing rain. The people who drink it noticed it the sweetest water and if they wash with it small cuts are healed.
No there is no rain anywhere esle but light rain around her appearing out of nowhere on a clear day that why people who are educated can see it unnatural.
When you said "coming strongest from her location" i assumed that at some point she got a sizeable radius of rain but the outter radius had light rain while the closer you get to her, it gets heavier

I just recall getting frustrated with her because it was so easy for foreigners to see how unnatural the rain was .thats why the enemy king send his son as a spy .he used his brain to track her down using logic . He could tell the rain was coming from her house .she had a unnatural lush garden which attracts wild life animals.
