Yeah, it's a tattoo. I heard that he tattooed it on to replicate the red eyeliner his mother once wore. It also fits with his German Emperor aesthetic

Is Kaiser's red eye liner natural? Or does he like apply makeup to get that red in the outer corner of his eyes? I was thinking that part of his morning routine before he goes out to train, he's painting his eyes with smudge proof oil proof graphic liner just to level up his aura
