Basically this was it shounen-ai/yaoi wise in that time. There was some weird rule, either unspoken or actual censorship, that gay relationship shouldn't be shown too good of a a light in Japanese manga at that time. You can see it when you read these mangas from 90's early 00's, but slowly it changes in 00's to better, and the change kept going from 2010 to this day. There were some rare cute low-key shounen-ai stories that theme was struggle of being gay, but most were something like this or something like Viewfinder.
And even this has kinda underlying theme about being gay is okay, but it's not been allowed to be the actual main focus, the loudest parts are about someone being faggot and gayness being forced or otherwise bad. The real message is there, but most of it had to be hidden.
At least mangas evolved and leveled up when it comes to gay things while Manhwa are going backwards into every BL being just rape.
