I think Guwon was not reacting at all to the girl clinging on to him bc the hounds have been that level of loyal and since he is like completely foreign to relationships and affection up until Jinwoo, it might really just seem like just another thing from the hounds.
NOW this really makes me wonder how he would react if he were to see Jinwoo close and affectionate towards someone other than him, especially seeing the sus black haired hound sticking to Jinwoo. I honestly think Guwon is 100% the obsessive and possessive type, so if Jinwoo were to be close with someone else, he'd go ballistic and jealous.
