The twist of the foster system I'm close with someone who's parents left them in the system. Here you HAVE to have visits with the kids when you "surrender them" temporarily and if you don't for an EXTENDED amount of time they can be part of the list of children that can be up for adoption (it's very complex but you basically lose your rights if you don't do the bare minimum for your case). They would NEVER visit and have 0 interest to take them out but very time their mandatory visit ruling was just about to be done (with an interested couple for the adoption) they would suddenly visit and appear at the shared home after months of silence and the cycle would beging again. And guess what, once we turned 19 they didn't pick them up or welcome them back in to the family. It's not the case of this story but some parent really do everything in their power to make your life more difficult.
