I also don't really know but remember ML's father was executed for something ML thinks he didn't do? MC found out an old doccument about it and it seems like ML's father really was framed.
Anyway, we don't really know how yet but it seems the peddler is conected to the case. He might even be the one who framed him. Maybe he took good care of ML all this time because he's guilty.
The note said something about a translator so I'm assuming the peddler is the translator since ML was too young to be the translator. Since it says that they were unable to find him, peddler was either out of town, forced not to participate, or didn't help of his own unwillingness.
