Short deadlines and overwork. That's why.
They can't keep the quality having little time to work so the art suffers. It's a common known issue in that industry. Sometimes the stories even get less panels so chapters get shorter to get better art or not as bad. Hiatus is kind of a last resort because it kills the story momentum and they might lose readers.
It's either the artist is having a hard time maintaining the artstyle or they replace the artist

man, I would agree with you if i was complaining about the speed of updates, but in this case im talking about a decrease in the art quality which will suck even more if i was a paying reader.
looking at your account, you also complain quite a bit, and of which I can apply the same "you read for free, stop complaining" or even "you can just drop it, why are you complaining".
you may have a fair point, tho I find it quite hypocritical that you dont apply the same principle to your own commenting.
guys the art quality has decreased again, they look so shiny and their proportions are completely off now why is this happening to so many stories
