It's because "justice" and actually "pity" too, a warped idea of "equality" when as moondae said, the industry is unfair and if you really have the quality like looks, talents, etc, you can show it to the world. But then again, because onyx's agency is smaller, they couldn't get much support and then they chose to rely on the pity the public gave them
