I have a theory about whos behind the apocalypse (also a little bit of analysis and questioing)

Remember the first incident cherry encountered? Eden was wondering why there was no report in the newspaper about it and the other officer said the "higher ups" wanted to "investigate further" before releasing the news. But take in mind there was also the Research Institute conducting these experiments in the capital. The only people who are powerful enough to stop the news are first, the Imperial Family or the current Grand Duke. It was spoken several times that the duke has a lot of crimes so there was him, 1st suspect. For the Imperial Family, I'm wondering why there is no mention of the emperor, empress, or the other members besides the crown prince being a good guy.
So the question is how did such research begin? Who approved it? And how did it spread so fast to other countries as well.
According to the original novel, only the Original female lead and her lackeys survived in the world however is it really the case? It can be likely since the infection is spreading fast. The setting takes place in the 19th century when telephones and trains already exists. So yea, travelers from everywhere coming and going.
