As others said, Guwon probably knows the truth. It's suspicious that Guwon asks Teach "Do you also want to kill me?" Like sure the people may want to rebel, but that doesn't necessarily mean they want to kill him, so the fact that he's accepted that as truth means he knows what's up. Guwon knows but is maybe turning a blind eye, and especially with Teach he's being kind and ignoring that Teach is lying. We have to remember that something ain't right with that guy, so him not being worried about a rebellion is not out of the ordinary with him.
Also yeah Teach not being quick on his feet is a problem but he is just some normal ass dude who is scared.
