can someone explain why some works by the same author are uncensored and others arent?

Usually it'a because they're published under different sites which would mean they have different censorship policy. Foe example, Webtoon is most definitely going to censor EVERYTHING, but sites like Tappytoon would allow uncensored contents under warning labels.
