the plot in short terms is that Incheol was sent by the former mayor to get a stamp from the owner of a gym, which is now pyeongwha, because they want to do something with the area the gym is in, so they need to relocate it the gym, but they can only do that with a stamp. he’s not completely blind, but because of all the fights he gets in, his health including his sight is definitely getting worse
