Csn you explain me that cigarette thing, why give yoobin the Box?

My 5am brain says that there's probably some communication through the cig box. Maybe a location with limited instructions to call the cops or smth. Seems a little cryptic ("figure it out in the time it takes to smoke a cigarette") but sounds about right.
