Master has been doing the task sinces centuries ago, he remained an immortal being so doesn't she, that not the case of fl, she does, so master finds fl's every reincarnation and works her to death
At first it was does the 2 of them, but after few reincarnations master found his parrot(first life in heaven)'s reincarnation AKA fl's blondie brother. Now it's the tree of them. Each time fl gets reincarnation she's born with different faces and different gender( yes male too)
And somehow in current life he could feel that the tear container is close to being filled.
Also correction to my previous comment about the emperor:
HE DECIDES TO PUNISH ONLY FL BY MAKING HER GO THROUGH ENDLESS REINCARNATION
He gives crown prince a chance to relieve her from this suffering if the tear jar is filled(in other words he's just trying to test his son's resolve)
So in summary fl gets punished for eternity for turning multiple people hell over heels for her and turning the heaven upside down. Emperor doesn't even punish the others
Her master and she collects "tears" from clients after they complete their tasks - That is a form of punishment they had to complete so return( i explain where)

Master- crown prince AKA Treasured son of the heavenly emperor ,AKA the next heavenly emperor
The blue hair vampire- he was an angel
Fl- reincarnation of the Adopted daughter of the hell(or underground)'s lord
Past stories-
-Fl isn't the true daughter of the lord, she's adopted and apparently her adoptive father harboured impure feelings towards her. The lord's wife noticed that and was disgusted. There was an arc that explained the wife's lore , I forgot hehe
-so now the lord took fl(first life) to the heavenly realm, there she met the crown prince(aka present master) and the angel guy(now vampire),
- she fell in love with the crown prince, angel guy loves her too, hell lord doesn't like it, tries to break them apart, crown prince turns obsessive, fl tries to run away from everyone.
- Angel guy helps her, the heaven burns down, there's a war, in short they turn the heaven upside down
- now the heavenly emperor gets super angry, to teach them a lesson he decides to punish the two -crown prince and fl(first life) , reincarnated to earth and do tasks
- angel guy loves fl and wants to follow her. But the twist is , the emperor says he can reincarnate to earth but he can no longer be an angel. He will be the exact opposite of an angel(light) and that is a vampire (darkness) <that's why in the vampire arc, fl gets a heart shaped sapphire chain and it reacts to her, it was hers in her first life
