It at least shows you that there are times he can't save everyone. It's a different element we don't see in other works. Getting to see that while chaos is going on, even if you try to save everyone, you can't save everyone. It just hits different and makes you feel for the guy even more. He has all this power but is still so utterly powerless in the face of certain situations. He does grow from it; we did see the deaths of so many did mentally get to him.
Itss so unfair that they’re pushing those kinds of pressure onto him and him getting guilty whenever a misfortune befalls his citizens :((
