I think that woman at the end acted as a guardian of sorts for 182 (possibly named Wing?). It appears she was fused or connected with Fogland’s keeper, who we’ve seen 182 have a deep understanding and something akin to respect for. There’s wires hanging in the background, along with bindings strapping them together like forced proximity is necessary.
I think her soul or being resides in Fogland’s keeper. I also think she bestowed 182 that name as a continuous reminder for him to spread his wings as far as he can, in hopes that he escapes. Both the facility that kept and trained him, along with the monster that track him he’s absentmindedly aware of.
