They're both under the influence so... the consent is very 'questionable' because there's some level of consciousness and control about the action. Still being drugged like that, especially the amount the boss consumed, is enough to say that the man will feel like crap the next morning not only about the drugs but for what he did to the mc. He has been too much of a green flag to change colours now.
I would say this was the way, drugging both of them, the author found to make the ML lose his control, act like a beast in heat, being mean to the MC and just say whatever was on his mind that was bothering him; and not make him look like the usual jerk of a ML that rapes the clueless MC. This MC said he was ok with having sex because ML was already on top of him doing him but yeah, ML was a forceful as hell.
