Can someone explain what lee saha did and why pls

lee saha spread rumours that if u consume a fox's bead (their power) that'll give u powers and stuff. so people started killing all the foxes bc of the rumour he spread. as for the "why" im not sure, he seems like he's just a psycho tho.

lee saha spreading the rumour about how you eat foxes bead you'll get more stronger and gets power, As hajin said on chapter 3, They won't get any injuries at all and will recover faster(?) as for why, He just thought it was fun making people believe the rumour
