I do not understand the town people do not need to do anything they are just ignorantly living their lives inside a safe space while Guwon and the hounds are actually out there risking their lives to keep the supplies in the town. They could just go out by themselves and start living outside if they have problems with Guwon's rules. It's not like Guwon and the hounds are living with luxury or anything. Also, it's not normal a situation everyday us a struggle here. Well hounds have Nasty personality but they are not unbearable and most of the time they are out of town anyway. Idk how the people think they gonna survive without Guwon. What about the children? How are they gonna face the scary world. This doesn't make sense. Guwon doesn't have basic human emotions but he isn't killing mindlessly. He doesn't run a charity. It is important to have a set of rules in that kind of survival of the fittest world. Otherwise things will get messy. He is making sure people do their part and dead weight people is indeed a burden in a situation like this. Emotions will not save them. At the end of day Guwon is making sure everyone gets to eat and have a decent life Inside the town. Not to mention it is Guwon's estate! If it was me and that strong enough to survive even I wouldn't give two fucks to what happens with other people. I'd better live by myself.
