Cant remember either but i feel like guwon has gathered bunch of useful people in the town that everyone needs (like a doctor), and thats why people cant leave
The past chapters it is mentioned, the places outside the fort is far more dangerous and cruel. In the fort people have everything they need items, medicine, food etc. That makes it hard to leave and also because they will get executed if they do run away and get found again!
Are they not allowed to leave? Or what? If they know that the “peaceful” life will be gone after they kill Guwon anyway, then why stay and kill him? If you can just leave, “keep your pride and freedom” and not kill anyone, or have to face the hounds?
So am I just not remembering something? Why is leaving not an option?
