Prob cuz shes the second empress and wants her kid to take the throne, theo as the first and crown prince would be a thorn in her side. She most likely can't off him, at least it seems that way, so by never showing his face and keeping him locked away shes erasing his existence making him appear unqualified to take the throne, its a rather peaceful method but still extremely damaging for theo.
