I fear the only way a society can survive in a dystopian setting like this is by enforcing extremely strict rules. Empathy and compassion only get you so far, they rarely guarantee survival. The rules ensure neutrality, because otherwise selfless people inevitably fall victim to the greedy and ruthless. That's why the smart people always seem to die in horror movies.
