Na-in doesn't want Rue to be a Leshah not because he's afraid Rue will be a competition, rather he doesn't want Rue to die meaningless for him.. If a Leshah was satisfied or if they gained Na-in's affection they will literally sacrifice their life in order to wait and serve the Shahs in the afterlife
In short, if you as a Leshah gained Na-in's favor (literally Rue, because he doted on Rue so much) you will literally die.. Na-in doesn't want that for Rue.. He can't also be displeased with Rue and strip him of his title as a Leshah because he will also die (if a Shah strip you of Leshah title you will be disowned by his family to the point that he'll kill himself)..

The only reson why Na-in keeps on picking on Gwen in the begining and now he dotes on him is because, he knows Gwen can just literally vanish, if he strip Gwen of his Leshah title he can just go back safe to the labyrinth.. Gwen is the safest to get close to because he's not from Trasata..
