Nah. The royal is literally her. And the royal the dragon mentioned can only be from her family pretty sure.
She was a royal. A royal sacrifice was need to return time and it was her.
I hope that the empress' true feelings are realized, but also that she is never seen again. She has done some truly awful acts, and whether or not they were in the name of love for the emperor, he deserves to be freed from her suffocating grasp.
