It's easy. You just have to do a 1:1 inquiry and give them a picture of your ID with only your picture, name, and birthday shown (cover up the rest with a photo editor). Then you can buy anything with the overseas card option. The chapters are very cheap too.
Make sure to use google chrome's translator or a webpape translator so that you can navigate the website.
