I think the reason why Deborah of all people doesn't get any magic is because it's sealed away naturally or on purpose by someone pulling all the strings from behind, as to why, probably because she's the actual saint instead of Mia. I don't think it's just unlucky genes since context wise, Deborah not having magic was a surprising thing.
I have a few theories as to who could the mastermind be, but based on the silhouette we get and context from the crown prince, it's probably the mother of the third prince, empress or concubine I'm not too sure. The third prince was mentioned to have black hair instead of the royal blue, so I'm assuming he got that from his mother, the only character we've seen with black hair so far was the silhouette of the mastermind so I'm mostly confident about that guess.
As to why they're actively pushing for Mia being a saint, since in the original story she ends up with the crown prince, maybe it's to actively plunge the kingdom into a disaster that the third prince can fix so that he can get the throne, and since crown prince sided with Mia who's probably the fake saint he'll be kicked out from his position.
Idk how Deborah got mixed up with them in the first place, since they didn't even consider her as a threat until she unknowingly screwed up Mia's chances in getting popular. Maybe the empress knew Deborah's mom and that's how they sealed her powers, or maybe it's a natural thing in which the saint doesn't get their powers until a certain age or with certain conditions.
